Principal and Senior Consultant


Tammy Halter is a Principal and Senior Consultant of Mercer’s Phoenix Health and Group Benefits practice. She is responsible for developing new business and managing all aspects of the health and group benefit services provided to her clients. This includes design, funding, performance and administration of benefit programs.

Tammy rejoined the Phoenix Mercer team after working as a benefits program manager at a global Fortune 200 company for five years. In her role, she was responsible for renewal strategy, vendor management, compliance, and employee communications. Prior to that, she was a Senior Associate with the Phoenix Mercer team for seven years. She has also held positions in sales and account management for a national insurer and regional brokerage firms.
With over 20 years in the employee benefits industry, Tammy has extensive experience in all aspects of benefit programs, including:

  • Health care cost analyses
  • Benefits design and pricing
  • Consumerism strategy including wellness programs and consumer directed health plans
  • Self-insured funding
  • Vendor management

Tammy obtained her Bachelor of Science degree in business administration with concentrations in marketing and health science from San Jose State University in California.
